Regionality Question

I own a NTSC U/C PS2. HOWEVER, there are several games I want that are NTSC-J or PAL only.

I KNOW there are people out there who can do this, but I do not know how. I've looked into "Action Replay", but when I read the description on the site to buy it off of, it talks about cheat codes. But I have heard that it creates a region free enviroment. Is this true? (And, if I get the games, will the cheat codes effect the games? I'm firmly anti-cheat codes when it comes to video games.)

So... How do you play games on a PS2 that aren't from my own region?
