Let's see... I think Genki Rockets would be right up your alley as well. (they only have two songs out though)
LCD Soundsystem, Arcade Fire and Battles are other bands well worth checking out as well (not OMGSUPERHAPPY) but inspiring nonetheless)

"Mr Blue Sky" - The Delgados. The original by Electric Light Orchestra is pretty good too, but I personally prefer this version. I used to listen to this every morning before school last spring. :0

If I'm feeling upbeat I go for anything by The Fratellis, The Hoosiers and Sufjan Stevens~
Once and Never Again by The Long Blondes makes me happy.
Your Disco Needs You by Kylie Minogue... took a few listens before it really grew on me but it's excellent! Any of Kylies songs make me happy actually.
I love Arcade Fire but I certainly wouldn't call them super super happy... very much worth listening to though~ No Cars Go and Wake Up really make me smile as does their cover of Brazil. :3

"You Owe Me An IOU" (Hot Hot Heat) Terribly catchy and very upbeat.
"I'm Shakin' " (Rooney) Maybe not the most optimistic lyrics, but what an amazing melody!
"MOON MARGEURITE" (The Pillows) Quite a lovely song-- it always gets me smiling.
"Another Morning" (The Pillows) Yet another fantastic song by these guys.
"Disconnected" (Ima Robot) Can't get any more crazy-awesome than this!
"Nerd Alert" (The Aquabats) Genius. Cracks me up every time!
"Red Sweater" (The Aquabats) Terribly cute in a hilarious way.
"Shot Of Laughter" (Sugar Ray) A fantastically optimistic little song.
"Pacific Coast Party" (Smash Mouth) My ULTIMATE feel-good track!
"Last Train To London" (Electric Light Orchestra) Once again, a lovely feel-good tune. Almost as good as Mr. Blue Sky!
"SONIC DRIVE" (Sonix X OST) Awesome guilty pleasure. It's a fun song.
"On A Crowded Street" (Barbara Pennington) I don't know; this one just makes me feel good.
"Get Down On It" (Kool And The Gang) Yet another catchy disco tune.
"Take Off" (Bob & Doug Mackenzie) Not only is it horribly addictive, but it's hilarious.
"Stuck In The Middle" (MIKA) One of the most upbeat, happy little songs I've ever heard.
"Song Of The Viking" (Todd Rundgren) What a concept! The tune is catchy though.
"Emperor Of The Highway" (Todd Rundgren) The king of all nonsense tunes. The voice alone is genius.
"Os Quindins de Yaya" (Stanley Black/ Baz Luhrman) This just started playing on my WMA now, and it's quite amusing.
Well, I sure hope you find a winner among these, honey. I wanted to make sure I gave you the most optimistic list of music I could from my collection, and I really hope you enjoy the ones you listen to!

Seriously, though, this is a really Heroic-Yet-Happy tune, And an awesome combo between Traditional Japanese styled music and Light-Key Rock... It reminds me a lot of something you might hear as an Anime opening, in a way. It's also very inspiring- It's helped me with a lot of doodling recently myself! The longer version, unfortunetly, i've not been able to find on youtube, so the In-Game version will have to do. Eh, at least it has Mr. Awesome himeslf, Captain Cervantes at the end!

Logan Whitehurst and the Junior Science Club is probably one of the "happiest" musical acts I can think of. You can download an entire album, "Earth is Big" (best 'starter' album of his IMO) here and more from juniorscienceclub.com. His absolute best work is on the album Goodbye My Four-Track and I HIGHLY recommend buying it if you can. Sadly he died a while back so there will be no new material.
Lederhosen Lucil is probably the happiest music I can think of off the top of my mind. She is a Canadian woman who dresses in lederhosen and pretends to be a cooking-obsessed German? Her ridiculously high pitched voice could be considered annoying but I love it.
YUKI is a J-pop artist I am a huge fan of that somehow manages to combine intense happiness with intense sadness to make fairly profound music, in my opinion. See if this video is to your liking (YUKI herself does not appear until the halfway point).
The Aquabats are pretty great if you are into ska at all. They are kind of like a G-rated version of GWAR and they are superheroes who sing songs about Midget Pirates and Fashion Zombies. Not everyone's bag but they can be pretty dang cheerful.
They Might Be Giants have already been said but they are a longtime favorite.
I also love all of Hideki Naganuma's work for the Jet Set Radio games and Sonic Rush... but I shall assume you are at least somewhat familiar with this already!

Locoroco's theme song always makes me smile, it's brilliant The one with the kids singing is my favourite, but there are several different versions... hang on... *digdig* file 05 on this page is my fave XD

If you like Jrock at all, Gackt has some good upbeat stuff (as well as some gothy stuff and general WTF). My favorite upbeat songs by him are Vanilla and Marmalade.
In general, anime opening songs are happy-pappy. The openings (and some endings) to Inuyasha, FullMetal Alchemist, and Yu Yu Hakusho are very upbeat.
Anything by Bad Luck. I dunno if they're a real life band, but they're in the anime Gravitation (great yaoi anime btw). Very techno. I esp. recommend:
The Rage Beat
Spicy Marmalade
Rockin' Station
There's also another band in that anime called Nittle Grasper, who I think are even better than Bad Luck XD. 98% of their songs are hyper techno SPAZ. Recommend:
Angel Dust
Shining Collection
Sleepless Beauty
Lastly, most anything that's been featured on Dance Dance Revolution is techno and happyful. My favorite artists on the games are Naoki, DJ Taka, and Captain Jack. Very good stuff for when you need to be cheered up (or need to channel a caffeine high into something not involving super glue and bouncing lol).

If you want a song so happy and lighthearted it's sickening, give Caramelldansen a shot (J-POP WARNING). Xenon introduced me to it and it's been like a virus; every time I listen to that song I can't help but just smile (and occasionally start the dance...........which I won't post here for sanity purposes. >_>)
